Washington County committed 20 housing vouchers to Dolores, a 67-unit affordable apartment development that opened July 16, on Walker Road in Hillsboro.

The vouchers come from the same programs that serve families on county housing waitlists in Bethany, Cedar Mill, and other unincorporated communities.

The Housing Authority of Washington County provided 12 Regional Long-term Rental Assistance Vouchers and eight Project-Based Vouchers to help extremely low-income households at Dolores afford rent.

As of January 2026, more than 1,700 households were waiting for a housing referral countywide, according to the county's Department of Housing Services.

Dolores offers one- to four-bedroom apartments for households earning 30% to 60% of the area median income. Forty-six of the 67 units are family-sized.

A portion of the building, operated in partnership with New Narrative, provides supportive housing for people transitioning out of homelessness.

Board Chair Kathryn Harrington spoke at the opening ceremony alongside Gov. Tina Kotek. "We are grateful for Hacienda CDC's leadership and commitment to serving Washington County families," Harrington said.

The development is Hacienda CDC's first project in Washington County. The Latino-led community development corporation, founded in 1986 in Northeast Portland, serves more than 3,000 people through affordable housing and services across Northwest Oregon.

The building features rooftop solar panels and heat-pump systems.

Funding partners include the City of Hillsboro, Metro, Oregon Housing and Community Services, Beneficial State Bank, and Red Stone Equity, according to the county's press release.

The Dolores opening follows the county's July 8 groundbreaking for Meadowlark Place, a 104-unit senior housing project in Beaverton that received 19 Project-Based Vouchers, $1.2 million in federal HOME funds, and $500,000 in local Housing Production Opportunity Funds. Between the two projects, the Housing Authority allocated 39 vouchers in a single month.

The county's Department of Housing Services administers rental assistance to more than 7,000 households and serves over 20,000 people a year, according to county records.

The Washington County Board of Commissioners meets next on Tuesday, July 21, at the Charles D. Cameron Public Services Building, 155 N. First Ave., Hillsboro.
