The THPRD board will vote Thursday, Sept. 3, to appoint a new member to its five-person board. The Position #4 seat opened when Director Miles Palacios resigned July 9.
The Tualatin Hills Park & Recreation District (THPRD) serves Bethany, Cedar Mill and surrounding unincorporated communities. The virtual-only special meeting begins at 12:30 p.m., and the appointment is the sole agenda item.
Board President Tya Ping will lead the discussion before the board votes on Resolution 2026-16, according to the meeting agenda. General Manager Doug Menke detailed the plan in an Aug. 31 memorandum to the board. If adopted, the resolution takes effect immediately, and the new member begins serving at once.
Five candidates, no consensus yet
Five candidates interviewed for the seat during an Aug. 19 special meeting: Maham Ahmed, Elizabeth Edwards, Taliek Lopez-DuBoff, Tanya Macedo and Andrew Matto. The board did not reach a consensus during the Aug. 19 session, prompting Thursday's follow-up vote.
The district received 10 applications between July 16 and Aug. 3. Board members scored each application before narrowing the field to five finalists.
How the seat opened
The board unanimously approved Palacios' resignation on July 15 through Resolution 2026-14, according to meeting minutes. State law and district policy require the board to fill the vacancy by appointment.
Menke outlined the appointment timeline at that same July 15 meeting. The board originally set a July 30 application deadline but extended it to Aug. 3 to give residents more time to apply. The process moved from application scoring in early August to interviews on Aug. 19 and now to Thursday's appointment vote.
What comes next
Whoever is appointed serves until June 30, 2027. Voters will then elect a permanent successor in the May 2027 district election. That elected term runs through June 30, 2031.
