Tualatin Valley Fire & Rescue's Board of Directors will hear a presentation on an emergency declaration July 28, as wildfires burn across Central and Eastern Oregon and the state's Emergency Conflagration Act has been invoked 10 times this year.
Emergency Manager Wieland and Director Smusz will deliver the presentation at TVF&R's regular board meeting, according to the district's published agenda.
The agenda does not specify whether the declaration is a district-level emergency or a conflagration deployment authorization. TVF&R is the fire protection district serving Bethany, Cedar Mill, Oak Hills, and West Haven-Sylvan.
The presentation comes during a punishing wildfire season. Oregon State Fire Marshal Mariana Ruiz-Temple said in a statement on July 26 that "the last two and a half weeks have been extremely challenging for our firefighters and support staff. The forecast for the rest of the week is for continued hot and dry conditions."
She urged all Oregonians to sign up for emergency alerts, know their evacuation levels, and take action to prevent sparking new fires.
The Bench Fire near Warm Springs had burned 6,201 acres with 0% containment as of Sunday, and the Beachcomb Fire had reached 2,352 acres, also uncontained. Both started Thursday, July 23.
Chief Hitt's report will include a conflagration update, a fireworks activity summary, a TVF&R Fire Camp recap, and a July community events report.
Budget correction and other votes
The board will vote on three action items:
- Resolution 2026-05, correcting the 2026-27 budget appropriation (Resolution 2026-03), presented by CFO Colgrove. The agenda does not detail what the correction fixes or its dollar amount.
- A district Wi-Fi purchase, presented by Director Kennedy. No cost figure is listed.
- Board Policy Section 10 (Maintenance), a first reading presented by Chief Hitt. A second reading and final vote would come at a future meeting.
CFO Colgrove will also present the June 2026 finance report and a quarterly investment report. The board will elect officers, a routine annual action.
