The THPRD board will review a long-term financial plan at its Wednesday, Oct. 14, work session in Beaverton.

General Manager Doug Menke and senior staff at the Tualatin Hills Park & Recreation District (THPRD) will lead the financial resiliency session, which begins at 5:30 p.m. at THPRD Parkside, 15400 NW Greenbrier Parkway. The presentation comes months after voters approved a district bond measure in May.

Finance Director Jared Isaksen outlined the session's scope in an Oct. 1 memo to Menke. The presentation will cover the district's financial forecast, examine fiscal challenges and opportunities, and lay out strategic options for long-term stability. Staff also plan to check in with board members on budget assumptions and discuss consistent messaging around district finances.

No financial projections have been released. The board adopted a $227.9 million budget for fiscal year 2026-27 on June 10, with a property tax rate of $1.3073 per $1,000 of assessed value and a local option levy rate of $0.50 per $1,000.

Bond timeline taking shape

The financial discussion comes as the district ramps up work tied to the May 2026 bond. At the board's Sept. 9 meeting, staff reported that bond sales are expected in spring 2027. A Bond Oversight Committee is anticipated to convene in late 2027 or early 2028.

Bond project categories include connected trails, accessible and safe improvements, environmental stewardship, buildings and facilities, and recreation, parks and community spaces. The district is hiring a bond program supervisor, park planner and office tech in the current fiscal year to manage the work.

Then-Board President Alfredo Moreno, speaking at the June 10 meeting after the bond passed, said the board and staff "take the matter of requesting additional funding from the taxpayers seriously" and acknowledged "the pressures faced by the taxpaying community."

Strategic plan check-in also on the agenda

The Oct. 14 regular meeting, which follows the work session at 7:30 p.m., includes a progress report on the district's Strategic Plan, adopted in April 2023.
